The museum is dedicated to Fritz Overbeck (1869–1909) and Hermine Overbeck-Rohte (1869–1937). Fritz Overbeck was one of the founders of the Worpswede artists' colony, and Hermine Rohte came there as his student; after their marriage the couple first lived in Worpswede and later moved to Vegesack, where Fritz Overbeck died in 1909.
The foundation was laid by their granddaughter Gertrud Overbeck, who kept the family's artistic estate together, opened the museum in 1990, and directed it until 2007. For this commitment she received the Federal Cross of Merit (Bundesverdienstkreuz) in 2010. The museum is supported by the Verein der Freunde des Overbeck-Museums (friends' association), which is also a shareholder of the Kulturbüro Bremen Nord.
The museum is housed in the listed Altes Packhaus at Vegesack harbor, known locally simply as the “Kito”: built around 1750 as a residence and extended with a warehouse around 1850, it was the headquarters of the packaging company Kistentod AG from the 1920s, which gave rise to the nickname.
The collection comprises oil paintings, watercolors, gouaches, drawings, and etchings, along with photographs, letters, and personal belongings of the couple. Instead of a fixed display, the museum presents its holdings in changing exhibitions, often in dialogue with Worpswede contemporaries or contemporary art. In 2019 it received the museum quality seal of the Museumsverband Niedersachsen und Bremen.

Listed building, therefore not fully accessible. Entry via the doorbell by the mailboxes; the elevator can only be used with staff assistance, so advance notice is recommended. The restroom on the first floor is only partly wheelchair-accessible and is unlocked on request. Folding stools available to borrow; some small steps have been replaced by ramps.
