The city of Regensburg founded its Historisches Museum in 1931 and housed it in the former Minorite monastery of St. Salvator. The Franciscan order had settled in the city in the 13th century; of the complex, the Gothic monastery church and the cloister with a late Gothic fountain survive, and today they rank among the museum's most impressive exhibition spaces in their own right. Because of World War II, the museum could not open until 1949, under its director Walter Boll.

The displays follow the history of the city and of Eastern Bavaria in large sections. Under the title "Die prähistorische Oberpfalz" (Prehistoric Upper Palatinate), the prehistory section spans the period from a hand axe roughly 250,000 years old to the end of the Celtic era. The Roman section, redesigned in 2003, recalls Castra Regina, the most important legionary fortress in the province of Raetia, whose foundation inscription is on display here; models and reconstructions illustrate everyday and military life.

In the church and cloister, medieval Regensburg comes to life: the political constitution, long-distance trade, daily life and art of what was once a wealthy trading city. Religious art of the 15th and 16th centuries, with winged altarpieces, panel paintings and works by Albrecht Altdorfer and the Danube School, is a key focus, as are domestic culture and decorative arts up to the 19th century.

Alongside the permanent exhibition, the museum presents studio and special exhibitions on recent excavation finds and on the city's more recent history. Serenades and matinees take place in the Minorite church under the title "Klang.Raum.Museum".
