The collections go back to civic engagement in the 18th century: in 1726 Johann Gottlieb Milich bequeathed his library to the town, and in 1779 scholars and nobles founded the Upper Lusatian Society of Sciences (Oberlausitzische Gesellschaft der Wissenschaften), whose holdings still form a core of the museum today.
At the beginning of the 20th century the Kaiser-Friedrich-Museum was established in the Upper Lusatian Memorial Hall (Oberlausitzer Gedenkhalle). In 1932 the museum moved into the Kaisertrutz, a mighty bastion of the old town fortifications, and soon operated as the Städtische Kunstsammlungen (Municipal Art Collections). In 1951 the Barockhaus on Neißstraße was added, a magnificent merchant's house from the 1720s with a historic library hall.
Since the end of the 1990s the municipal houses have been united under the present name. Besides the Kaisertrutz and Barockhaus, the Reichenbacher Turm, the Biblical House (Biblisches Haus), the Nikolaiturm, and the Upper Lusatian Library of Sciences belong to it.
The holdings range from around 400,000 archaeological finds and an extensive graphic arts collection to 20th-century art. The permanent exhibitions lead from the Ice Age through the medieval cloth-trading town and industrialization to the present.
