The Stiftung Neues Museum Weserburg Bremen was established in November 1988 by resolution of the Bremen state parliament (Bremische Bürgerschaft); the city, the Kunstverein in Bremen, and several private collectors were involved. Former warehouse buildings on the Teerhof river island were converted for the museum to plans by the Bremen architect Wolfram Dahms. On September 6, 1991, it opened under founding director Thomas Deecke as Europe's first collectors' museum: its presentations were drawn exclusively from loans by private collections.
With some 5,000 square meters of exhibition space, the museum made a name for itself with major thematic and collection shows, some of which toured internationally. In 2007 it received its current name, Weserburg Museum für moderne Kunst. A difficult phase came around 2010 with the controversial sale of individual works from its own holdings to create a future fund, accompanied by a long debate about a new location.
From 2013, exhibitions drawn from private collections returned to the foreground. In 2018, with the support of patrons, the Karl Gerstner Collection with works of Fluxus and Nouveau Réalisme and the Guy Schraenen Sound Collection came to the museum. Janneke de Vries has directed the museum since October 2018; she introduced the changing collection presentation "So wie wir sind" (As We Are), which brings together works from dozens of collections by theme and places greater emphasis on female and non-European positions. A special feature is the Zentrum für Künstlerpublikationen (Center for Artists' Publications), with a collection of artists' books, mail art, and multiples that is unique in Europe.
