
Frogmore Paper Mill
Working heritage paper mill in Apsley where Fourdrinier machines made the first mechanised paper; visitors see it on guided hard hat tours.

Over het museum
Papermaking began at Frogmore Mill in 1774. In 1803 Henry and Sealy Fourdrinier leased the mill, and the engineer Bryan Donkin installed the world's first mechanised paper machine there, based on an idea by Nicolas-Louis Robert. A second, improved machine followed in 1804. The Fourdriniers went bankrupt in 1810, but the machine they started changed the industry, and the nearby Apsley and Nash Mills of John Dickinson also became centres of the Gade Valley paper trade.
A later Fourdrinier machine, No. 2, was installed at Frogmore in 1907 and used for the last time in 2009; it remains on site. Commercial papermaking ended at the mill in 2000, and the Apsley Paper Trail, a charitable trust, now conserves the site and its heritage. A Heritage Lottery funded visitor centre opened in 2006, but a fire destroyed it in January 2022.
The mill reopened for guided hard hat tours in 2025 after more than three years of closure. Because restoration work is still under way, visitors wear hard hats, and the tours take them through the working mill, with papermaking and traditional crafts such as letterpress and bookbinding part of the offer. The trust also runs talks, courses, school and youth programmes, boat trips on the River Gade, and an archive on the history of the Paper Valley.

The adult hard hat tour price of 15 pounds includes tea or coffee. Tickets for tours, talks and boat trips are booked online in advance, or by phone if the online system cannot be used.

A ramp leads to the temporary front door from the Durrants Hill Road gate, and the tour route is on one ground level, but there are five steps of different sizes between levels, with a handrail, and the museum says the mill is not fully accessible. Visitors who cannot manage the steps can use another route if they tell the mill in advance so extra helpers can be arranged. Extra chairs can be placed along the route on request, except in production areas, and the floor can be uneven. The visitor centre has a toilet with wider doors and ramp access, marked in braille. The boat has three small steps with a handrail. The mill offers extra helpers, extra seating and tailored or quieter tours for visitors with mobility or sensory needs. Blue Badge spaces are in the car park opposite the entrance.

Wednesday tours in school holidays are family-friendly with extra focus on younger visitors, and each child can make a piece of paper to take home. The mill runs Storyboat cruises for young children, half-term craft sessions and family fun days.

Apsley station is about a 15-minute walk, with trains every 30 minutes on the West Coast Main Line. Hemel Hempstead station is slightly further but has twice as many trains. Bus 500 stops on London Road near Durrants Hill Road, and buses 2 and 321 stop on Lawn Lane near the top of Durrants Hill Road, each about a 5-minute walk away.

Durrants Hill Road pay-and-display car park, directly opposite the entrance, has Blue Badge spaces and electric charging points; the mill suggests buying a ticket for at least 3 hours. Coaches and minibuses use the on-site coach parking entered from Frogmore Road (HP3 9RW).

Visitors should search for the Durrants Hill Road car park rather than the mill's postcode, which can give wrong results in sat navs. The pedestrian gate has the what3words address papers.scuba.race, and the Fourdrinier Way gate is used only for boat trips, outside events, the office and the archive.

A temporary kitchen offers barista coffee and snacks, with seating by the mill pond in fine weather. A larger cafe is planned. The mill can be cold even in summer, so visitors should wear layers and sensible footwear.
