The founding of the museum was initiated by the teachers' association Budeč počátecká. After a lecture about the planned Ethnographic Exhibition in Prague, the teacher Jakub Alois Jindra proposed at a meeting of the town council on 15 September 1892 that a museum be set up together with the town archive. The proposal was accepted, and in 1893 the museum opened to the public as the oldest open museum in the region. The collections were first housed on the ground floor and later on the first floor of the Záložna počátecká building in Horní ulice.

After the Second World War the museum owned about 1,500 objects and lacked space for a storeroom and larger exhibits. It therefore moved to Palackého náměstí, house no. 27. At the beginning of the 1980s a major reconstruction was being prepared because of the poor condition of the building; in the meantime the collections were housed in house no. 30, where exhibitions were held between 1992 and 2008. The museum returned to the reconstructed building no. 27 on 28 July 1997.

The museum also manages the Rodný dům básníka Otokara Březiny (birthplace of the poet Otokar Březina), opened to the public in 1949, and since 2005 the observation tower of the Church of St John the Baptist on Palackého náměstí.

• Spolky, měšťanský pokoj a církevní památky – Personalities and the associational life of the town, a furnished burgher room with a tiled stove and toys, and a collection of old prints, sculptures and stained-glass windows from local churches.
