The museum's roots go back to the 1890s, when a commission began collecting Duisburg antiquities. This gave rise to the Duisburger Museumsverein (museum society) in 1902; the first holdings, including numerous urns from an early historic burial ground, were displayed in the new town hall. The museum later bore the names Averdunk-Museum and Niederrheinisches Museum.
After World War II the collections moved several times before settling in a building in Immanuel-Kant-Park in the 1960s. In 1991 the museum opened under its current name in a converted 1904 grain warehouse at the Innenhafen (Inner Harbor), complemented by modern glass-and-steel entrance buildings.
The city history display ranges from Stone Age archaeological finds through medieval Duisburg to the postwar period. The collection on Gerhard Mercator, who lived in Duisburg for over four decades, holds special significance: it includes two original globes from 1541 and 1551, historic atlases and maps, and Johannes Corputius's city map of 1566.
Since 1990 the museum has held the Köhler-Osbahr collection on permanent loan, with coins, jewelry, and objects from numerous cultures; since 2024 it has formed the basis of the permanent exhibition “Cash! Eine Geschichte des Geldes”. Together with the Zentrum für Erinnerungskultur (center for remembrance culture), the municipal museum today forms the Historisches Zentrum Duisburg.

Free admission for Duisburg school classes with their accompanying adults and for members of the Mercator-Gesellschaft, ICOM, the Deutscher Museumsbund, and the Verband Rheinischer Museen.
Permanent and special exhibitions are largely accessible via elevators; the final section of the city history (Wirtschaftswunder) is not yet accessible.
