The Kunsthalle Osnabrück uses the buildings of the former Dominican monastery of the Holy Cross, whose origins date back to 1283. The Gothic church lost its religious function in 1803 and afterward served, among other things, as a warehouse and drill hall. Like almost the entire old town, it was badly damaged in World War II; from 1966 concerts and exhibitions were held in the church interior. In the 1970s a new building, glazed toward Neue Straße, was added to close off the cloister.

In 1991 the city of Osnabrück decided to establish a Kunsthalle for contemporary art; the Swiss curator Harald Szeemann advised on the concept, which was to combine international positions with site-specific installations. The first exhibition opened in 1993 under founding director André Lindhorst, who until 2013 presented solo and thematic shows on around 1,300 square meters.

Under Julia Draganović (2013–2019), site-specific projects and performance art moved to the forefront; from 2014 to 2021 the venue was also home to the International Curators' Conference. Since 2020 the Kunsthalle has worked with changing annual themes, writes all exhibition texts in plain language, and sees itself as an open place for the city's community. The Kunsthalle also includes the Kunst im öffentlichen Raum (Art in Public Space) collection and an artothek (art lending library).
