Historical site in Münster on the crimes of the Order Police in the Nazi state, denazification, and restitution – in a former industrialist's villa.

The villa on Kaiser-Wilhelm-Ring was built in the 1920s for Rudolf ten Hompel, general director of the Wicking-Werke, then Germany's largest cement group, and a member of the Reichstag for the Center Party. After the company collapsed in the early 1930s and the owner was convicted, the property passed to the German Reich around 1939.

From April 1940, the villa housed the Commander of the Order Police (Ordnungspolizei) for Military District VI, whose area covered present-day North Rhine-Westphalia, the Osnabrück region, and parts of Belgium. At least 22 police battalions were formed from here, which took part in the mass murder of Jews in occupied Eastern Europe; the office also provided guard units for deportation trains. In the fall of 1944, the staff moved to Düsseldorf-Kaiserswerth.

After the war, police authorities used the undamaged building; the committee that decided on the denazification of police officers in the Münster urban district met here. From 1954 to 1968, the restitution department of the regional government processed some 12,000 compensation claims from victims of Nazi persecution in the villa.

On the initiative of committed citizens, the city of Münster opened the building as a historical site on December 13, 1999. The permanent exhibition "Geschichte – Gewalt – Gewissen" (History – Violence – Conscience) was redeveloped from 2012 to 2015 and links biographies of perpetrators and victims with media stations. The villa is also a venue for historical and political education, research, events, and the Mobile Beratung gegen Rechtsextremismus (mobile counseling against right-wing extremism).
