About the museum
The museum opened in the Otepää parsonage on 23 December 1996. The idea came from Jüri Stepanov, pastor of the Otepää Maarja parish, who also established the museum. The museum tells the story of the blue-black-white flag: Estonia’s current national flag was consecrated in Otepää on 4 June 1884, and it was first used by Estonian students.
