The idea for the museum emerged in the 1990s, when Augsburg's textile industry fell into crisis and factories closed. A friends' association founded in 1996 salvaged machines from closed factories, and that same year the Stadtsparkasse (municipal savings bank) bought the pattern books of the Neue Augsburger Kattunfabrik (NAK), which would otherwise have gone abroad. In 2001 the Free State of Bavaria, the city of Augsburg, and the district of Swabia (Bezirk Schwaben) agreed to establish a joint museum.
The museum is housed in a production hall of the former Augsburger Kammgarn-Spinnerei (AKS, a worsted spinning mill) in the Textilviertel (textile district). It was converted between 2007 and 2010 to plans by Graz architect Klaus Kada at a cost of around €21 million, with the exhibition design by Atelier Brückner of Stuttgart. On January 20, 2010, the tim opened as the first state museum in Swabia; the city and district built it, and the Free State operates it.
The permanent exhibition is organized around four key concepts: people, machines, patterns, and fashion. It tells of the daily lives of the workers as well as of entrepreneurs and bankers, has historic and modern weaving and knitting machines producing in the museum factory, and showcases the NAK pattern archive, which is classified as a national cultural asset. A runway leads through some 200 years of fashion history, and a high-tech area presents the textiles of the future. Changing special and foyer exhibitions round out the program.

No annual pass; members of Förder- und Freundeskreis tim e.V. get free admission, as do holders of the Bayerische Ehrenamtskarte (Bavarian volunteer card) and the annual pass for Bavaria's state museums.
All exhibition rooms are step-free or reachable by elevators (with tactile labels and voice announcements); wheelchair-accessible restroom in the basement. Loaner wheelchair at the ticket desk, portable stools in the foyer. Two accessible parking spaces on the museum grounds. Volunteer museum companions can be arranged for Augsburg groups of people with disabilities. People with pacemakers may not enter the machine hall.

Free activity booklet "Mit Fussel durch das tim" (With Fuzzy Through the tim) with puzzles at 8 stations, scavenger hunt across the factory grounds (app or booklet), and children's audio guide "Zeitreise" (Time Travel) for smartphones. Limited number of parking spaces on the museum grounds, including two for people with disabilities, covered EV charging station; more spaces in the City-Galerie parking garage (about a 5-minute walk). Bus parking bays nearby.
